Virtual Number for WhatsApp Business: Does It Work? How to Set Up

TL;DR

Yes, if the virtual number is a mobile or landline number you own. The WhatsApp Business app accepts both, verifies a landline with a "Call me" voice code, and rejects VoIP, toll-free and UAN numbers. Ask your provider whether the number is a landline, mobile or VoIP number before you register, and never use a temporary OTP number.

A virtual number works on WhatsApp Business if it is a mobile or landline (fixed) number that you own: the WhatsApp Business app accepts both and verifies a landline with a "Call me" voice call instead of an SMS. It does not accept VoIP, toll-free (1800) or UAN (1860) numbers, so ask your provider whether your number is a landline, mobile or VoIP number before you register.

That one question decides most cases. Many Indian "virtual numbers" are landline-series numbers routed over the internet, or 10-digit mobile-series numbers with no SIM. WhatsApp decides how it classifies each number, so your provider's answer and a test registration are what you go on.

Warning: never use a temporary or OTP number for your business account.

Free "receive SMS online" sites and OTP number apps rent you a number for minutes or days, often shared with strangers. It may verify once, but:

  • You can't get back in. WhatsApp sends a new code when you move to a new phone or reinstall. Once the number has gone, the code goes to someone else, and your chats, catalogue and customer list are locked out.
  • Someone else can take it over. Anyone who receives a code on that shared number can register it on their own phone, which logs you out.
  • Customers keep messaging a stranger. The number printed on your cards and ads now belongs to someone else.
  • It breaks WhatsApp's own rule: you can only register a number "that you own" (WhatsApp Help).

Which numbers can you use for WhatsApp Business?

WhatsApp has two business products with different number rules: the free WhatsApp Business app, which you run on a phone, and the WhatsApp Business Platform (Cloud API), which you use through a provider. Sources: WhatsApp Business app registration and Meta's Platform number rules.

Platform numbers must also be owned by you, have a country and area code, and be able to receive a voice call or SMS. Short codes are not supported.

Is an Indian virtual number a landline, mobile or VoIP number?

Indian law has no category called "virtual number". In practice, a business virtual number is one of three things:

  • A landline-series number (DID) that a licensed operator allots over SIP or PRI lines and a cloud platform routes to your app. TRAI notes that operators use fixed-line numbers for SIP and PRI customers "very liberally" (TRAI numbering recommendation).
  • A 10-digit mobile-series number from an operator or a virtual network operator, with no physical SIM in your phone.
  • A toll-free 1800 or UAN 1860 number, which the WhatsApp Business app will not accept.

Every one of these comes through a licensed operator after KYC. DoT made end-user KYC mandatory for all business connections (DoT letter).

Before you buy, ask the provider two questions:

  1. Is this a landline-series, mobile-series or VoIP number? If the answer is VoIP, plan on the WhatsApp Business Platform, not the app.
  2. Can it receive an incoming call that rings on my phone or app? You must hear the "Call me" code. Meta's Platform rules ask IVR numbers to accept calls from international numbers, so check that too.

Then do a test registration before you print the number on anything.

How to register a virtual number on the WhatsApp Business app

  1. Check the number is free on WhatsApp. A number can't be on regular WhatsApp and the WhatsApp Business app at the same time, though you can move it between them (WhatsApp Help).
  2. Set the number to ring you. Route incoming calls to your phone or your provider's app. Turn off any IVR menu, voicemail or call blocking during setup (WhatsApp asks for call-blocking settings and apps to be disabled), and make sure you are not behind an extension.
  3. Install WhatsApp Business on the smartphone you will use for the account, open it and accept the terms.
  4. Enter the number with India (+91). For a landline-series number, type the STD code without its leading 0. A Mumbai number 022 1234 5678 becomes 22 1234 5678.
  5. Choose "Call me". A landline-series number cannot receive the SMS. Tap Call me if it is offered straight away, or wait for the SMS timer to run out (WhatsApp says this can take up to 10 minutes). Answer the automated call and write down the 6-digit code.
  6. Enter the code and set up your business profile: name, category, address and hours.
  7. Protect the account. Turn on two-step verification in WhatsApp settings, and keep the number's rental active. If the number lapses, you lose the way back into the account.

Using one number on both. Meta's coexistence setup lets a business connect its existing WhatsApp Business app number to the Cloud API through a Solution Partner or Tech Provider. The app must be version 2.24.17 or later, and the shared number is limited to 20 messages a second (Meta for Developers). Without coexistence, a number already on WhatsApp has to be deleted from it before it can go on the Platform.

If you only need one separate WhatsApp Business number on one phone, a second SIM is the simplest route: it is a mobile number you own and it verifies by SMS. A cloud number makes more sense when the same number also has to take calls for a team.

One open question: DoT's SIM-binding direction

On 28 November 2025, DoT directed messaging apps, WhatsApp included, to keep accounts that use an Indian mobile number continuously linked to an active SIM (PIB). In April 2026, a news report citing sources said the deadline had moved to 31 December 2026, with an official order still awaited (The Hindu BusinessLine). Neither DoT nor WhatsApp has said how this will apply to accounts on landline or cloud numbers that have no SIM. If WhatsApp is your main sales channel, weigh that when choosing between a SIM and a cloud number.
