Telecalling Script for India: Check the Call, Then Use the Card

A telecalling script is a six-block call card: open, reason for the call, two questions, a match, an objection reply and a close, used only after checking the call type.

Most telecalling scripts on the web are word-for-word speeches. Callers read them out, then freeze at the first "not interested". A script that works is a short card you say in your own words, built for the call you are allowed to make.

That second part matters more than it used to. If you call from ordinary SIMs or a PRI line without being a registered sender, complaints from five different people in ten days are enough for your operator to suspend your outgoing services and, after investigation, bar every SIM and line you own for 15 days.

TRAI changed the rules in February 2025 and again in September 2026, so we date each rule and say which version applies today.

What should a telecalling script say? Use this six-block call card

A telecalling script should say six things in order: who you are, why you are calling, two questions, a match to what the customer said, one reply to the likely objection, and one clear next step. Keep the opener to about 15 seconds. Write it as a card, not a speech, so callers adapt the words and keep the order.

Women callers say "bol rahi hoon", "bhej deti hoon" and "karungi" in place of the masculine forms.

Length check. Blocks 1 and 2 together run 28 words in English and 32 in Hinglish for the enquiry reply, and 27 and 33 for the promotional call. At 130 to 150 words a minute, our assumption for a calm speaking pace, 33 words take 13 to 15 seconds (33 ÷ 150 × 60 = 13.2; 33 ÷ 130 × 60 = 15.2).

Can you make this telecalling call? Check the call type before you dial

Yes, if you can name the call type and meet its condition. A promotional call needs a registered sender, a 140xx number and a customer who has not blocked promotions, or the customer's explicit digital consent. A registered sender has passed physical verification, biometric authentication of its authorised person and linking to a unique mobile number (2025, Schedule I, item 1(4)).

An enquiry made in writing or digitally in the seven days before the call, kept by you in verifiable form. TRAI intends the route primarily for e-commerce and e-service platforms (press release 119 of 2026, para 4(iii)). Other businesses treat the call as promotional unless they hold explicit digital consent.

TRAI names no series for enquiry replies. We advise 140xx unless your operator says otherwise.
Service or transactional

A call to your own customer about something they bought (warranty, recall, delivery, balance alerts, OTPs), not promotional (2026, clause (bh)).

Service calls need no explicit consent. Transactional calls need explicit consent valid for seven days or until revoked.1600xx for BFSI and government; 1601xx for utilities, logistics and courier; none yet for other sectors (2026 Explanatory Memorandum, item 5).
  • Dates. The Third Amendment was published on 18 September 2026. Most of it comes into force after 30 days (about 18 October 2026), regulations 4, 6, 8(a) and 18 after 60 days (about 17 November), and the annexed items after 90 days (about 17 December) (regulation 1(3)). Until about 18 October, the older definition applies: an enquiry or application within the last three months (2018, "Relationship"). Build the card on the seven-day, verifiable enquiry.
  • Auto-diallers. Tell your operator in writing, in advance, if you use an auto-dialler or robo-calls (2025, regulation 4). From about 17 November 2026, any call initiated by an application without direct human dialling must be declared in advance, and an undeclared call is treated as unsolicited commercial communication (2026, regulation 4).

Which telecalling habits get numbers barred?

Calling people who did not ask for it, from ordinary SIMs or a PRI line, gets numbers barred. For an unregistered sender, five complaints from different people in ten days lead to suspension of outgoing services and an investigation. A finding of unsolicited calling then bars all the sender's SIMs and lines for 15 days.

Under the February 2025 rules (regulation 25(5)(d)(i) and (6)), a first violation bars outgoing services on every telecom resource the sender holds, across all operators, for 15 days. A second or later violation disconnects them all for one year and blacklists the sender. The September 2026 amendment repeats these penalties (regulation 25(6)).

Three details change what a team should do:

  • The complaint window. A complaint counts only if made within seven days of the call. A later one is recorded as a report (2026, regulation 25(3)).
  • The three-complaint trigger. The 2026 text adds a second trigger: three or more complaints from different people in ten days, when any of the sender's numbers has also been flagged as high-probability spam by an operator's AI system (regulation 25(5)(d)(i)). The Gazette lists the AI corroboration of complaints among its 90-day items (Annexure), so from about 17 December 2026. Until then, five complaints is the trigger.
  • Selling on a service call. Under the 2025 text, five complaints in ten days about promotional calls from a service series (1600xx or 1601xx) lead to the same suspension (regulation 25(4)(f)).

A sender can represent against any such action, and the operator must decide within seven business days (2026, regulation 25(7)(a)).

What a 15-day bar costs. This is our model, not a TRAI figure. Take 8 callers making 50 calls a day each: 400 calls a day. At six working days a week, a 15-day bar removes about 13 working days (15 × 6 ÷ 7 = 12.9), so about 5,200 calls (400 × 13) do not happen.

The 90-day wait. If a customer revokes consent or opts out through the consent system, you may seek their consent again only after 90 days (2025, Schedule I, item 4(2)(g)). That rule covers the consent system, not a spoken refusal, and we recommend you never call again after a firm refusal.

What do you say when a customer says "not interested" or "call later"?

Treat a firm refusal differently from a soft objection. If the customer says "do not call me again" or "stop calling", say "Understood, I will not call again", end the call and mark the number do-not-call. For a soft objection, give one short reply, ask once, and accept the second no.

Yes, telecalling is legal in India when the call is permitted for its type and the sender is registered. An unregistered sender may not make commercial communications ([2025, regulation 3(2)](https://trai.gov.in/sites/default/files/2025-02/Regulation_12022025.pdf#page=3)).

No. Use a card of six blocks and say it in your own words. We recommend keeping two lines fixed: the opener, so the first 15 seconds are clear, and the reply to a firm refusal, so the call ends cleanly.

Use the language the customer answers in. Open in Hinglish or English and switch when the customer does.

Call between 10 AM and 9 PM. TCCCPR 2018, Schedule II, switches the bands 00:00 to 06:00, 06:00 to 08:00, 08:00 to 10:00 and 21:00 to 24:00 off by default for every customer, unless the customer switches them on ([time-band note](https://www.trai.gov.in/sites/default/files/2024-09/RegulationUcc19072018.pdf#page=32)). Neither amendment changes that note. You will often see 9 AM quoted as the start, but the default-off band runs to 10 AM, so we stop at 10.

Stop at the first firm refusal: end the call, mark the number do-not-call and do not call again. A customer can complain to their operator within seven days of the call ([2026, regulation 25(3)](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf#page=7)). If a customer revokes consent, you cannot ask for it again for 90 days ([2025, Schedule I, item 4(2)(g)](https://trai.gov.in/sites/default/files/2025-02/Regulation_12022025.pdf#page=14)).
